A mortgage renewal straight switch is how some Toronto homeowners move an uninsured mortgage to a new lender without borrowing more. Your renewal date is approaching, and your current bank’s offer looks higher than what you see online. Since November 21, 2024, OSFI has not required the prescribed stress test on that kind of switch at federally regulated lenders.
That change matters if a conventional mortgage felt stuck at renewal when rates rose. It does not mean every renewal or switch is automatic. Lenders still underwrite income, debt, and property risk.
Below I explain what counts, what OSFI changed, and what still triggers the full mortgage stress test in 2026.
What a mortgage renewal straight switch includes
A straight switch moves your existing uninsured mortgage from one federally regulated lender to another without increasing the loan amount or extending the remaining amortization period. You are not borrowing more equity. You are not resetting to a fresh 30-year clock unless your contract already allows that within the same balance.
OSFI’s November 21, 2024 update means it no longer prescribes the minimum qualifying rate on those uninsured straight switches. Lenders must still follow Guideline B-20 underwriting principles, including assessing your ability to pay under stressed assumptions they choose.
Renewing with your current lender, without changing lenders, follows different rules. You often avoid the full prescribed stress test on that path when you stay put and keep the same balance structure.
What changed for a mortgage renewal straight switch
Before late 2024, uninsured borrowers switching lenders at renewal had to qualify at the higher of the contract rate plus two per cent or 5.25 per cent, similar to new purchases. Many homeowners could not pass that test at higher renewal rates even though they were already paying the existing mortgage.
OSFI removed the prescribed minimum qualifying rate for uninsured straight switches to reduce that renewal trap. Its current guidance still says it does not expect lenders to apply that rate when the loan amount and the amortization do not increase. Lenders should still calculate debt service ratios conservatively and stress for higher rates where appropriate under their own policies.
If the loan amount goes up, it is no longer a mortgage renewal straight switch. New purchases, refinances that increase the loan, amortization extensions that add risk, and most insured mortgage paths still use the standard stress test formula. This relief is specific to straight switches of uninsured loans between federally regulated institutions.

What lenders still check on a switch
Removing the prescribed stress test does not remove underwriting. Expect:
- Credit pull and employment verification
- Gross debt service and total debt service ratio limits under lender policy
- Property appraisal or valuation on some files
- Title and insurance requirements
- Lender-specific stress assumptions on payment capacity
- Penalties on discharge from your old lender, which affect whether switching saves money net of fees
Provincial credit unions are not OSFI-regulated in the same way. Some mirror federal rules voluntarily. Ask each lender how they qualify switch applications.
Compare the full cost: rate, fees, discharge penalty, and legal costs. A slightly lower rate can be wiped out by a large penalty on a fixed mortgage mid-term.
How this interacts with new purchases
If you are selling your Toronto resale home and buying another, you are on a new mortgage application, not a straight switch. The full stress test still applies on that purchase unless you qualify under insured rules with a smaller down payment on a lower price point.
Homeowners planning a sell-and-buy this fall should model renewal or switch on the existing property separately from financing on the next home. Bridge loans and closing dates add timing pressure.
My September Bank of Canada post covers the September 2 hold at 2.25 per cent, which affects both renewal quotes and new purchase rates.
Final Thoughts
A mortgage renewal straight switch helps some uninsured Toronto homeowners shop lenders at renewal without the old prescribed stress test barrier. The change has been in place since November 21, 2024. You still need to pass lender underwriting, and penalties and fees still matter.
Start renewal conversations six months early, compare stay versus switch math, and know whether your file is truly a straight switch before you assume easier qualification.
